Linux: Run export PATH=$PATH:/opt/relica/bin for a temporary fix, or add that command to your ~/.bashrc, ~/.bash_profile, or /etc/profile to make it permanent. But you can add Relica to your PATH easily enough so that you can just type relica: For example, on Linux: /opt/relica/bin/relica.

Relica might not be in your $PATH or %PATH% by default, meaning you'll have to type the path to the relica binary to run it.
